of the Green Trails Improvement Association
Board of Directors Meeting
Tuesday April 8, 2003
Meeting was
called to order at Kennedy Junior High by Treasurer Joe Masek at
7:35 p.m. Board members present: Diana Cygan, Linda Gilbert,
Margaret Hough, Gerry Jackson, Betty Long, Joe Masek, Tom Maslanka,
Jeff Quasney, and Dawn Soukup. Board members excused: Peter Bakas,
Joan Dudas, Tim Dudas, Lloyd Hendrickson, Les Lavin, and Jonni
Miklos-Finch. Joe and Joanne Broda were present for management.
Sec. Betty Long took the minutes in the excused absence of
Recording Sec. Paula Gleason. A quorum was present.

Minutes
of the Prior Meeting:
Board
Motion: The
minutes of the March 11, 2003 meeting were corrected to read, “The
Communications Committee requested that the Board meeting minutes not be
published until the Board approves them.” Betty Long moved to approve the
minutes as corrected. Gerry Jackson seconded. All ayes. Motion passed.
Treasurer's
Report
Joe Masek reviewed the
March 28, 2003 Balance Sheet and Income and Expense Statement.
Board
Motion:
Diana Cygan moved to approve expenditures in the amount of $23,860.82. Linda
Gilbert seconded. All ayes. Motion passed.
Telephone Log
Management has tracked down the
party responsible for an excavation that took out new path in the vicinity
of HF1068. ComEd is yet to report back to JRM Properties on when
restoration will be done. Jeff Quasney reported ComEd recently excavated
another hole in his neighborhood. Board members noted the number of
outages, power surges, and damages to electronic equipment that have been
occurring recently.

Board
Motion: Betty Long moved to go into executive session to discuss a
legal matter. Marge Hough seconded. All ayes. Motion passed.
The Board adjourned to executive session at
8:00 p.m., then reconvened the regular meeting 8:55 p.m.
Board
Motion: Betty Long moved to proceed
as directed in executive session. Marge Hough seconded. All ayes. Motion
passed.
Joanne Broda presented a copy of
the Tyrnbury entry island planting plan. Homeowners developed the plan and
are implementing it. Since it is in the public right of way, the Village of
Lisle is planting two ornamental trees. Because it is one of the GTIA
accent areas, GTIA agreed last year to subsidize the planting up to $800
from funds budgeted for this use.
Kennedy Jr. High has notified
GTIA that it cannot be the location for the July and August meetings due to
renovations. Management will investigate options for meeting at the library
or park district buildings during the summer months.
GTIA’s contractor regularly
cleans along both sides of College Road as they mow. In response to a query
from the Public Works Department regarding their “Adopt A Road” program, the
board confirmed continuing the current status: GTIA adopts the road, but
requests no sign to that effect.
Finance
Committee
Finance Committee had reviewed
the 2002 audit at a committee meeting on March 25th. Accountants De Raimo
Hillger & Ripp found association “financial records were in excellent
condition” and they “did not develop any suggestions relating to improving
existing accounting procedures.”
Board
Motion:
Gerry Jackson moved to approve the audit. Tom Maslanka seconded. All ayes.
Motion passed.
Maintenance
Committee
Gerry Jackson presented a detailed list of recommendations for this year’s
work. This includes installing drainage tile in conjunction with trail
replacement in the vicinity of HF2019-HF2023, substituting exposed aggregate
concrete for asphalt in the vicinity of the gazebo, relocating light pole
362, spraying Roundup around more trees, and replacing a sick pine tree in
the vicinity of the southeast College Road accent area.
Board
Motion: Marge Hough moved to accept the Maintenance Committee
recommendations, except that the pine tree would be replaced with an evergreen
tree. Diana Cygan seconded. All ayes. Motion carried.
Board
Motion: Gerry Jackson moved otherwise to accept Management’s
recommendations for 2002 pathway replacements. Joe Masek seconded. All
ayes. Motion carried.
Communications
Committee
Working on the website,
will report next month.
Parks
Committee
Congratulations were
extended to Marge Hough on her election to the Park Board. Old
Business
Lisle’s public art project for
this summer will be “Lisle Balloon Skies.” Following in the tradition of
“Birdhouses of Lisle,” they will be on display this summer and auctioned off
for charity in the fall. The plastic balloons are being sold for $55, and a
shepherd’s crook display stand for $30. The Board agreed to purchase 3
balloons and stands, if artists can be found to decorate them.
Area Reports
Marge Hough expressed
concern about the lack of adequate security fencing around the deep
excavations being made by Tires ‘N Treads, the Village’s relief sewer
contractor. Other board members added their observations. Management will
phone Board concerns to the Village Engineer. Joe Broda updated the Board
on progress and problems with the project.

Motion: With business completed, Diana Cygan motioned to
adjourn. Tom Maslanka seconded. All ayes.
The
meeting was adjourned at 9:30 p.m.
