GTIA Board Minutes

Minutes of the Green Trails Improvement Association
Board of Directors Meeting
Tuesday April 13, 2010

Peter Bakas called the meeting to order at 7:35 PM at Kennedy Jr. High School.   Board members present: Peter Bakas, Lou Beccavin, Pat Coughlin-Schillo, Marisa DeAngelis, Don Helgeson, Marg Hough, Eric Koch, Les Lavin, Michael Olson, Roger Sassen.  Board members excused: Rodd Elges, Terri Kolman, Julie LaFond, Christy McGovern, Roxanne Nagel.  Management: Joanne Broda.  Paula Gleason was Recording Secretary.  A quorum was present.

Open Forum
None.

Minutes of the Prior Meeting 

Minutes of the March meeting were reviewed.

Board Motion:  Marg Hough moved to approve the March minutes, Pat Coughlin-Schillo seconded.  The motion was passed by a voice vote of 9, with one abstention.

Treasurer's Report

Don Helgeson reviewed the March Balance Sheet and Income and Expense Statement.  It was noted that two partial payments and one payment in full were received on 2009 delinquent accounts.

Board Motion:  Marg Hough motioned to accept the revised check register expenditures of $27,646.99 for April, Roger Sassen seconded. Motion was passed by unanimous voice vote.

Management Report

Telephone log line items were reviewed.

Management stated that there will not be a Chamber of Commerce art project this year. 

Management distributed a planning application from a GTIA homeowner requesting permission to plant two ornamental trees on their property line.

Board Motion:  Eric Koch motioned to accept the Architectural Control Improvement Application as submitted from the owner of HF1013, with the caveat that any portion of the plants that might extend into the common area must be at least 10 feet away from the trail, Don Helgeson seconded. Motion was passed by unanimous voice vote.   

Management obtained an estimate of $320 from Greg Moore to install a swale and re-seed a saturated area on Valleyview and a $290 estimate to put down medium-size bark chips in the pine grove. 

Management received a suggestion from GTIA resident, Betty Long, that Forsythia plantings would be a good suggestion to use as a buffer on the sloped area along College Road.  

Management provided a list of March 2010 newcomers.  Board Directors are encouraged to call on newcomers in their respective areas.

Finance Committee

Don Helgeson noted that the committee participated in a conference call on March 23rd with the GTIA auditor, Robert Ripp, to discuss the 2009 audit, a copy of which was provided to Board members.  The auditor stated that GTIA has adequate to slightly over adequate replacement reserves, complimented Management on their excellent record-keeping and suggested that GTIA may want to consider a new study in approximately five years or so to estimate remaining lives and replacement costs of the common property.

Maintenance Committee

Les Lavin noted that the planting of seedling trees is scheduled for 9:30 AM, Saturday, April 24th,   in the pine grove.  An extensive report on 2010 proposed trail work was distributed to Board members, detailing specific areas to receive sealcoat and crackfill, trip hazards requiring overlay and trip hazards that will require concrete.

Communications Committee

Marge Hough reported that the Communications Committee will meet prior to the next Board meeting.

Parks Committee

Lou Beccavin presented a synopsis of the March Park District Board meeting.

Nominating Committee

No report.

Old Business - New Business

It was noted that sustainable Saturday will be held at Benedictine University on May 1st to collect recyclable items.  Additionally, Lisle French Market will open on May 1st at the Lisle Metra train station parking lot.

Board Member Area Reports

Area H – Pat Coughlin-Schillo suggested that an informative article be published in the Pathfinder about recent sightings of coyotes in the Green Trails area.

Adjournment

Board Motion: There being no further business, Marge Hough motioned to adjourn the meeting, Don Helgeson seconded.  The motion was passed by unanimous voice vote; the meeting was adjourned at 8:40 p.m.
