of the Green Trails Improvement Association
Board of Directors Meeting
Tuesday May 14, 2002
Meeting was called to order by President Peter Bakas at 7:35 p.m.
Board members present: Peter Bakas, Diana Cygan, Dean Degl’Innocenti,
Jerry Dellacqua, Joan Dudas, Tim Dudas, Tom Hamilton, Marge Hough,
Gerry Jackson, Bernice Krippner, Les Lavin, Betty Long, Joe Masek,
Dawn Soukup. Board member excused: Linda Gilbert. Paula Gleason was
Recording Secretary. A quorum was present.
Open
Forum
Peter Bakas welcomed a Green Trails resident who reported illegal
dumping by his property. The Board offered to clean out the area
again and either fill or sod, and file a complaint with the Lisle
Police to report the illegal activity.
Minutes
of the Prior Meeting
Minutes of the prior meeting were reviewed. Changes to be made
include: Under Management Report, the Broda’s daughter and a friend
took one birdhouse for painting not two; Under Maintenance Committee,
“the Allen Moore proposal for pathway renovation” should read, “the
Allen Moore proposal for pathway restoration”; Under Parks Committee,
Bernice Krippner did attend the Park District meeting.
Board Motion: Tom Hamilton moved to approve the minutes of the April
meeting as amended, Tim Dudas seconded. The motion was passed by
unanimous voice vote.
The Board also requested that the identifying lot number for a
resident no longer be included in future minutes published in the
Pathfinder.
Treasurer's
Report
Joe Masek reviewed the Balance Sheet and Income and Expense
Statement.
Board Motion: Betty Long moved to accept the revised check register
expenditures of $28,617.70 for May, Tom Hamilton seconded. The motion
was passed by unanimous voice vote.
Management
Report
Telephone log line items were discussed and reviewed. A resident
called to report a small maple in the common area that is growing into
and interfering with the growth of an ash tree and requested the
association remove the maple. The Maintenance Committee was requested
to research this problem.
Management submitted a list of the six birdhouses sponsored by the
Association and their locations. A plaque is to be attached to each
house reflecting the name, sponsor and artist. Pictures will be taken
of the bird houses and posted on the web site.
The Board acknowledged with appreciation the volunteers who came out
to plant the 175 seedlings in the nursery: Peter Bakas, Marge Hough
and her husband, Gerry Jackson, Les Lavin and Joe Masek.
Management presented proposals from Greg Moore to remove two
evergreens, remove junipers along front of boulders and at rear of
bed, install new plant material, transplant the Russian sage and
divide and transplant existing daylilies at the Green Trails and Naper
Boulevard accent area.
Board Motion: Tom Hamilton moved to accept and approve the Greg Moore
proposals as submitted in the amounts of $375 and $3,546, Jerry
Dellacqua seconded. The motion was passed by a voice vote of 13 to 1.
Management will be contacting the Village of Lisle and the City of
Naperville to inquire about hydrant meter use water to water the new
plantings in this Green Trails/Naper accent area. There is a $500
deposit for the meter, which must be turned in monthly for reading and
billing.
Board Motion: Jerry Dellacqua moved to approve the deposit for a meter
and make it available for Greg Moore on our projects, Bernice Krippner
seconded. The motion was passed by unanimous voice vote.
Management provided an update on the Village of Lisle Relief Sewer
project that has been delayed because the contractor hit a section of
large rocks while drilling. That area will now have to be bypassed and
another 12 foot wide hole will be dug in a trail section scheduled for
replacement this year. This will delay the completion of that section
of trail.
Management has requested of the contractor working on the resurfacing
of Green Trails Drive from College to just past New Albany to do the
road work in sections to allow ingress and egress by residents in
Bloomfield and Gardens II.
Finance Committee
No report
Maintenance Committee
Les Lavin chaired a Maintenance Committee meeting prior to the regular
Board meeting to review and make recommendations on pending project
work.
The Committee recommended delay of the portion of the trail work
scheduled for the east side of College Road from Green Trails Drive
north towards the beginning of College Road Park trail. The delay is
due to current relief sewer construction by the Village of Lisle and
the need for an engineering proposal detailing how and where to
relocate some of the trails due to encroachment on County right of
way. There are serious drainage and storm water management concerns
in this area requiring more extensive on site engineering work prior
to drawing up placement plans for the new, relocated trail.
Regarding the overgrown area on Peppertree, the Committee recommended
that management obtain a contractor’s bid to take out the timbers and
sod or seed; then obtain Board approval to proceed via a phone or
e-mail poll.
After inspecting the valley in the trail where water accumulates, the
committee recommended obtaining a civil engineer to perform the work.
Board Motion: Betty Long moved to approve requesting a civil engineer
to perform the work, Joe Masek seconded. The motion was passed by
unanimous voice vote.
Board members discussed the feasibility of conferring with an engineer
or landscape architect or drainage expert before commencing the trail
work project, in order to specify how to relocate some of the trails.
Communications Committee
Joan Dudas reported there had been a brief meeting of three committee
members on May 2nd and asked Marge Hough to review her notes from that
meeting. Marge reviewed the committee’s comments that pictures of
children will not be posted on the website and all pictures should be
reviewed by management prior to being posted. Marge Hough will be the
back-up individual for Joan Dudas on the Communications Committee
responsibilities. The Communications Committee scheduled a committee
meeting following the Board meeting.
Parks Committee
Bernice Krippner gave a synopsis of the Park District meeting.
Old
Business/New Business
Betty Long provided a 4/21/78 copy of the Suburban Trib that contained
an article about Green Trails.
Management has obtained American flags for entranceway signs, which
will be used for all Flag Day events.
A letter was written to the County on behalf of the GTIA Board of
Directors supporting the Village of Lisle’s position to limit the
widening of College Road to the original plans.
Adjournment
Board Motion: There being no further business, Diana Cygan moved to
adjourn the meeting, Bernice Krippner seconded. The motion was passed
by unanimous voice vote.
The meeting was adjourned at 9:35 p.m.
