of the Green Trails Improvement Association
Board of Directors Meeting
Tuesday May 12, 2009
President, Peter
Bakas called the meeting to order at 7:35 PM at Kennedy Jr High
School. Board members present: Peter Bakas, Marisa DeAngelis, Rodd
Elges, Don Helgeson, Gerry Jackson, Terri Kolman, Julie LaFond, Les
Lavin, Christy McGovern, Roxanne Nagel, Michael Olson. Board member
excused: Pat Coughlin-Schillo. Board members absent: Rob Getz, Linda
Gilbert, Marg Hough. Management: Joanne Broda. Paula Gleason was
Recording Secretary. A quorum was present.

Forum
A Green Trails
resident was in attendance to complain that the Village of Lisle had
been on her property in January to locate a broken water main and
destroyed some of the landscaping. She was referred to the Public
Works Department.
Minutes
of the Prior Meeting:
Minutes of the March
meeting were reviewed.
Board Motion:
Gerry Jackson moved to approve the April minutes, Roxanne Nagel
seconded. The motion was passed by unanimous voice vote.
Treasurer's
Report
Don Helgeson
reviewed the April Balance Sheet and Income and Expense Statement.
There was discussion regarding the beginning mowing date of April 20th.
Board Motion: Rodd Elges motioned to accept the check register
expenditures of $22,371.54 for May, Terri Kolman seconded. The motion
was passed by unanimous voice vote.
Management Report
Telephone log line items were reviewed.
Management requested trail inspection maps for Areas A & C
be returned as soon as possible.
Management noted that six partial payments and five
payments in full have been received for 2008/2009 delinquent
assessments. There will be 20 liens recorded this year.
Management provided a copy of the invitation to preview
completed bird baths for the Lisle art project on Wednesday, May 27th
from 5 – 7 PM, at the Lisle Hilton.
Management requested
approval of a Gregg Moore proposal to redesign the west sign accent
area at Green Trails Drive and Naper, in the amount of $3,747. Part
of this plan calls for the removal of four pine trees; this removal
could be done by Steve Piper at an additional cost of approximately
$250-$300 each.
Board Motion:
Julie
LaFond moved to accept the Gregg Moore proposal in the
amount of $3,747, and delete the last sentence under Terms of
Agreement regarding a 2% late fee, Gerry Jackson seconded. The motion
was passed by unanimous voice vote.
Board Motion:
Rodd Elges moved to approve the removal of four pine trees
in that area, by Steve Piper, for an amount not to exceed $1,500,
Terri Kolman seconded. The motion was passed by unanimous voice vote.
As directed at last
month’s Board meeting, Management obtained two proposals for the
application of double process mulch in the pine grove. The contract
went to the lowest bidder, Gregg Moore, and is scheduled for the week
of March 11th.
Management noted
that there were no new sales in April for the College Green
apartment-condo conversion.
Management reported
that there were no new sales in April in the Torrey Pines conversion.
Management provided
a list of April 2009 newcomers. Board Directors are encouraged to
call on newcomers in their respective areas.
June, July and
August Board meetings will be held at the Village of Lisle Board Room,
as Kennedy Jr. High will be closed for summer vacation.
Finance Committee
No report
.
Maintenance Committee
Volunteers Joe Broda, Rodd Elges, Gerry Jackson and
children, and Les Lavin planted 20 new trees in the nursery on
Saturday, 4/25. Les noted that more mulch is needed for the 36 trees
that were transplanted from the nursery last year.
Copies of an area trail map were distributed showing
several defined areas that require repair. An approximate 811 linear
feet, near the Four Lakes fence, will need to be cleared of heavy
weeds and tree growth and then concreted. An area in Surrey Ridge
hindered by various tree roots will require taking out the tree roots
and doing overlay. Another Surrey Ridge area will also require
overlay. Management will obtain proposals for blacktop from Tom Lee
and for concrete from Kellogg. Sealcoat and crackfill will begin next
week. The Maintenance Committee and Management will complete further
review of an area across from the Fire Station that is continuously
filled with water.
Communications Committee
No report.
Parks
Committee
Joe Broda reported that the Park District is going out for
bids to sealcoat and crackfill all of the Lisle Park District parks.
Nominating Committee
No report.
Old Business - New Business
Peter Bakas shared a
letter from the Lisle VFW requesting any interested groups to
participate in this year’s Memorial Day parade on Monday, May 25th.
As a matter of local
interest, there will be a fund raiser for the American Cancer Society
on Thursday, June 4th, from 5 – 8 PM at Evviva, featuring
Mayor Joe Broda cooking his Signature Burgers to Battle Cancer.

Executive Session
Board Motion:
Julie LaFond motioned to adjourn to Executive session,
Terri Kolman seconded. The motion was passed by a unanimous voice vote
at 8:21 p.m.
Board Motion: Rodd Elges motioned to adjourn the Executive session, Don
Helgeson seconded. The motion was passed by a unanimous voice vote at
8:27 p.m.

There being no further business, Rodd Elges motioned to
adjourn the meeting, Julie LaFond seconded. The motion
was passed by a unanimous voice vote; the meeting was adjourned at
8:29 p.m.
