of the Green Trails Improvement Association
Board of Directors Meeting
Tuesday November 14, 2006
Meeting was called to order at Kennedy Junior High by Pres. Peter
Bakas at 7:30 p.m. Board members present: Peter Bakas, John Charicki,
Dean Degl’Innocenti, David Derbyshire, Rob Getz, Margaret Hough, Gerry
Jackson, Betty Long, Tom Maslanka, and Gail Robinson. Board members
excused: Joan Dudas, Wendy Elwood, Linda Gilbert, and Les Lavin.
Board member absent: Tim Dudas. Joanne & Joe Broda were present for
management. Sec. Betty Long took the minutes due to the excused
absence of Recording Sec. Paula Gleason. A quorum was present.
Open
Forum
Two candidates for election were present. They thanked the board
for their volunteer efforts, and reported some tree limbs in need of
pruning.
Minutes
of the Prior Meeting:
Rob Getz suggested an addition to Open Forum section: “The residents
requested GTIA send a letter to the Village Board.”
Motion: Tom Maslanka moved to approve minutes of the
October 10, 2006 meeting with the addition. David Derbyshire
seconded. All ayes. Motion passed.
Treasurer's
Report
The October 2006 financial report, balance sheet, income statement,
check register, and past due billing summary were presented.
Management recorded liens for overdue assessments against two
properties in foreclosure.
Motion: Gerry Jackson moved to approve expenditures in
the amount of $18,186.30. John Charicki seconded. All ayes. Motion
passed.
President's Report
Election Results
Marge Hough announced the winning candidates for GTIA Directors:
Area F – no candidate, Area G – Linda Gilbert, Area H –Pat Coughlin-Schillo,
Area I – Gerry Jackson, Area J –Terri Kolman, Area K- Julie Lafond,
Area L – Rodd Elges, Area O – no candidate.
Telephone Log
Directors were pleased to learn that DuPage County has plans to
install a permanent traffic signal at Abbeywood & College in Spring
2007, and that it will include a walk signal. This is part of a
project to interconnect signals along College Road. The control box
will be mounted on a concrete pad at ground level.
A follow-up request from the Woodridge Chamber of Commerce to use some
east-side Green Trails pathways for five of the last six miles of a
benefit half-marathon was considered. Some of the course would be
through Park District parks. Many details were addressed in the
letter. Consensus was to consult with our insurance company regarding
their liability coverage and that the organizers agree to walk the
paths prior to the race and remove any debris or obstacles.
Motion: Rob Getz moved to approve the Woodridge CC’s request for use
of certain east-side trails for a benefit half-marathon, subject to
the conditions above. All ayes. Motion passed.
Management Report
Volunteer board members will meet the Friday after Thanksgiving to put
up the holiday decorations at the subdivision signs.
A proposal for raising common area bushes/trees from Bob Falduto was
discussed at length. The Maintenance Committee was assigned to meet
with Falduto and determine how to proceed with evaluating the
proposal.
Management proposed an extra mowing cycle to chop up fallen leaves.
They noted costs to repair turf damaged by piled leaves last winter.
This cycle would be over and above budget.
Motion: Betty Long moved to authorize management to engage Falduto
for an extra mowing cycle, if weather and soil conditions permit.
Dean Degl’Innocenti seconded.
6 ayes, 3 nays. Motion carried.
Finance Committee
The proposed 2007 Budget, which includes an increase in assessment to
$170, was presented. A comment was made about increases in the number
of light poles needing replacement and their costs.
Motion: John Charicki moved to accept the 2007 Budget as proposed.
All ayes. Motion carried.
Management commented that the assessment bills will be mailed out on
November 23.
Maintenance Committee
Maintenance Committee highlights were included in the President’s
report.
Betty Long reported she has inventoried the GTIA trees along College
Road. Excluding the detention area, there are 400 evergreens. Of
these, 135 are Scotch pines. Making the assumption that all Scotch
pines and a few other compromised trees would need replacing within
the next five years, she estimates the need for new evergreen trees to
range between 120 and 180. There are currently more than 300 small
evergreens in the GTIA nursery grove. She recommends we not plant new
seedlings in the nursery in Spring 2007. She believes there isn’t
adequate space in the existing rows until some are moved out. Board
will decide on this later.
Communications
Committee
No report.
Parks
Committee
Volunteer John Charicki attended the October Park Board meeting and
gave a report. Betty Long volunteered to attend in November and Gerry
Jackson in December.
The board affirmed their intention to host a candidate forum for park
candidates in the April election. Betty Long solicited questions to
be asked, and will put together the information to be given to the
candidates about the forum.
Executive Session
Motion: Rob Getz moved to go into Executive Session. Gerry Jackson
seconded. All ayes. Motion carried.
Open session resumed at 9:15.
Motion: Betty Long moved to appoint John Charicki to represent Area F
and Rob Getz to represent Area O. Gerry Jackson seconded. All ayes.
Motion carried.
Adjournment
Motion: John Charicki motioned to adjourn. Dean Degl’Innocenti
seconded. All ayes.
The meeting was adjourned at 9:20 p.m.
